RULES
1). The tournament shall be called DUNOON INTERCLUB CUP and will be organised by the DUNOON YOUTH FOOTBALL LEAGUE.
2). The tournament will be played in July 2004. Matches shall be played in accordance with the laws of the game as laid down by the International Football Association Board, as issued by F.I.F.A.
3). The organising club, above, shall seek the necessary permission to host the tournament from the Scottish Football Association or their league.
The organising club shall form an organising committee (tournament committee) which shall be responsible for all arrangements in connection with the event.
4). All matches will be controlled by referees affiliated to the Scottish F.A. and other F.A.'s affiliated to UEFA. Each team may be expected to designate one person to act as linesman.
5). Only teams who are affiliated to a recognised National Association are eligible to take part in the tournament.
6). Every team must be accompanied by an adult over eighteen years of age. The name and address of this adult must be printed clearly on the teams registration sheet. This adult will be deemed to be the team leader and will be responsible for his players' behaviour on and off the field of play, while within the stadium and other facilities available to the tournament.
7). Each team leader must complete the tournament registration form before playing a game. The name, full address and date of birth of all his players must be clearly printed on this registration form.
8). U14 - Boys born on or after 1st January, 1991. U13 - Boys born on or after 1st January, 1992. U12 - Boys born on or after 1st January, 1993. (7-a-side) U11 - Boys born on or after 1st January, 1994. (5-a-side)
All players must be able to substantiate their identity and their date of birth as shown on the tournament registration form. They may be asked to do so at any time.
9). Duration of Play shall be - U14 and U13 - 20 minutes each way. U12, and U11 - 15 minutes each way.
The tournament committee has the right to alter the duration of play and the tournament format, should a situation arise which makes this necessary.
The half time interval will normally be 5 minutes in length. This period will not exceed 10 minutes.
10). Tournament Format.- In the primary stage of the tournament teams will be in sections and they will play each team in their section once. Final positions will be determined by the number of points attained. 3 points will be awarded for a win, 1 point for a draw and 0 points for a loss.
Where teams are level on points, to finalise positions the following will apply: - goal difference - most goals scored - the result of the mutual match - the drawing of lots.
In the semi-finals and finals there will be no
extra time and tied games will go directly to penalty kicks, which will be taken
in accordance with the system laid down by the international Football Association
Board, in order to determine the winners.
11). Trophies will be presented to the first and second placed teams in each
age group. Individual medals will be given to the players of trophy winning
teams.
12). Team Sheets. - Prior to each game the team leader must hand to the referee a team sheet which gives the players' names and numbers and clearly indicates the substitutes.
13). Substitutes. - 5 players from up to 7 substitutes named on the team sheet may be played at any time during the game. U11 and U10 will have rolling substitutes.
14). Every team is obliged to bring a second choice strip of contrasting colour. If, according to the referee, before the start of the match, the colours are too similar then the team mentioned first in the program must change. Club pennants will be exchanged between teams prior to the game commencing.
15). Discipline. - When a player is sent from the field of play or is given a caution, the tournament committee will be notified immediately after the match, by the referee. Any player who has been sent off or has received two cautions in the tournament is not eligible to play in the team's next game. Note: All misconduct reports arising from the tournament will be forwarded to the Scottish Youth Football Association who will forward these reports to the National Associations concerned, for action.
A team's results will be rendered invalid in the following cases: - if the team is late for a game without a valid reason, - if the team uses an ineligible player, - if the referee has to abandon a game because of a team, - if the team fails to show up for a fixture.
16). Protests. - The referee's decision in all matters concerning points of play shall be final and binding, therefore protests in this area are not accepted. All other protests should be made only by the responsible team leader, to the tournament committee, no later than 15 minutes after the match. The tournament committee's decision on all protests is final and binding.
17). The Rules of the tournament and decisions of the organising and appeals committee shall be final and binding on all teams in the tournament.
18). The tournament committee has the right to alter the competition schedule should unforeseen circumstances occur.
19). Responsibility. - It is the responsibility of each team to make sure that adequate insurance cover is provided for their players. The tournament organisers and the DUNOON INTERCLUB CUP are not responsible for damage to, and loss or theft of possessions or equipment of participants or clubs. They are also not responsible for harm or injury to any participants.
Three full size pitches, 4 small 7-a-side pitches, plus four 5-a-side all weather pitches at the DUNOON STADIUM, will be used for all the tournament matches.
